                                                    PACE, A Job Creating, Energy Efficiency Bill, Passes the Missouri Senate Committee

                                                    The Missouri Senate Commerce Committee today passed an exciting energy efficiency and renewable energy bill that will jump-start Missouri's economy, create in-state jobs, and reduce energy bills.

                                                    The policy, called PACE (Property Assessed Clean Energy), is state-enabling legislation that allows cities and counties to opt into a program that pays the upfront costs of renewable energy and energy efficiency renovations for homes and businesses.

                                                    Homeowners repay project costs gradually through a special assessment on their property taxes, which can be passed to the next owner when the house is sold.  By spreading out the payments over time, the energy savings gained each month on electric bills make the upgrades cost-effective from day one.

                                                    Senators on the Commerce, Consumer Protection, Energy and the Environment Committee passed the bill 4 to 1. 

                                                    St. Louis energy efficiency business owner, Marc Bluestone of Home Green Home, recognizes PACE as a way to create jobs in Missouri.

                                                    "There are 2 million existing homes in Missouri, many of which are desperate for efficiency upgrades.  Updating these homes will require the work of thousands of energy auditors and insulation, window, and HVAC installers.  PACE helps Missourians acquire up-front financing for these projects putting Missourians to work."

                                                    "PACE helps homeowners pursue efficiency or renewable energy upgrades that lower their electric bills and increase their home's value.  Homes with efficiency upgrades spend fewer days on the market and sell for a higher percentage of the listing price," says Matt Belcher of Belcher Homes and chairman of the Green Building Council of the St. Louis Home Builder's Association.

                                                    The PACE financing model was developed in 2008.  Since then, 18 states have passed legislation allowing cities to pursue PACE programs.

                                                    In Missouri, PACE is receiving widespread support from a broad coalition of groups including Kansas City Power and Light, The Council for the Municipal League, Missouri Public Utilities Alliance, Missouri Energy Development Association, and various renewable energy and efficiency advocacy groups. 

                                                    Several cities, such as the City of St. Louis, Kansas City, Ferguson, and Creve Coeur, have expressed interest in pursuing the PACE program if it passes the General Assembly. 

                                                    Gerald Shechter, Kansas City Sustainability Coordinator commented, "PACE is an important additional tool which would enable us to expand energy efficiency improvements and transform the energy efficiency market in Kansas City and the metropolitan area."

                                                    Proposition C Hearing to Determine Prop C Effectiveness

                                                    The PSC Prop C rule-making hearing before the Public Service Commission will be April 6 in Jefferson City. This is an important event as it will, in many ways, determine Prop C’s effectiveness going forward. Many different stake-holder groups will be on hand. Some will be interested in watering down the legislation, while others, such as Renew Missouri, will be organizing stake holders, regional and national renewable energy experts, and concerned citizens to ensure the wishes of those citizens who voted yes to Prop C during the November 2008 election are upheld.
